How Vinmonopolet works

Product ranges, tenders, registration and responsibilities — a practical guide for producers considering Vinmonopolet.

Regulated, but transparent

Vinmonopolet’s product ranges have different procurement and delivery requirements. A wine may be assessed through a tender or registered by the wholesaler. We clarify the requirements and help the producer prepare the necessary documentation.

Who does what

The producer
Provides the wine, samples and verifiable information about origin, production, analyses, labels, available volumes and price basis.
Haut de Gamme
Acts as the Norwegian importer and wholesaler, assesses the appropriate route to market, submits registrations or offers, and coordinates product data, stock, delivery and professional HoReCa dialogue.
Vinmonopolet
Holds the exclusive right to ordinary consumer retail of wine above 4.7% ABV. Vinmonopolet selects products for the basic and one-lot ranges and handles consumer sales and orders.
HoReCa
Licensed hotels, restaurants, bars and other on-trade businesses may buy directly from a registered wholesaler. Dialogue is directed towards relevant professional buyers.

Vinmonopolet in context

Vinmonopolet serves consumers, while licensed hotels and restaurants may purchase directly from a wholesaler. The market overview explains these two routes; practical information for hospitality buyers is on our partnerships page.

Tender or registration

Basic and one-lot ranges

Vinmonopolet publishes specific product requirements. When a wine matches a specification, Haut de Gamme may submit an offer and sample within the stated deadline. Samples are assessed blind, and the decision is based on price, sensory quality and ability to deliver. The one-lot range covers a limited quantity. Listing or launch cannot be guaranteed.

To-order and additional ranges

The wholesaler registers the product through Vinmonopolet’s supplier portal. The to-order range requires stock in Norway and single-bottle delivery. The additional range does not require stock in Norway, may carry a minimum order and may need to be ordered through a store or customer service. Vinmonopolet also operates separate test and special ranges.
